Abstract:

Gayatri Spivak (1988) once provocatively asked: can the subaltern (teacher) speak? To the Ministry of Education Malaysia and elite policy actors, it is an emphatic no, resonating with a logic that extends far beyond mere linguistic metrics. Ostensibly, this verdict is based on a 2013 evaluation by Cambridge English that revealed a substantial number of English teachers fell below the proficiency level required for effective language teaching.
