On 1 April 2017, the Central Committee of the Communist Party of China and the State Council jointly announced the creation of Xiong’an New Area, near Beijing. As a moment in contemporary Chinese urban history, this was a landmark, since both bodies are rarely involved in the direct creation of a new city (with only Shenzhen and Shanghai’s Pudong area as exceptions).
