The Legislative Effects of Presidential Partisan Powers in Post-Communist Russia

Abstract:
In this article, I use an original set of data on the most important procedural and substantive legislation enacted in Russia over the last decade (1994-2005) to show how variance in presidential partisan powers has produced very different institutional, behavioural and policy effects. These findings suggest that despite their general weakness, Russian political parties have played a key role in shaping the dynamics of legislative-executive relations. The results of this analysis also add to recent scholarship on presidentialism in Latin America, which has challenged conventional notions about the nature of legislative politics in presidential regimes.
