The Italian Mezzogiorno: Markets of Policies?

Abstract:
Italian regional differentials in per capita incomes have closed only little over the last forty years, despite a massive regional policy effort. A simple test suggests that a major reason for this was a shrinking labor cost advantage in the southern (and poorer) half of the country. Increased economic integration and regional industrial policies, on the other hand, made a positive contribution to the closing of income differentials. The recent decline in the policy effort does not argue well for the Mezzogiorno's future.
