The path to scale: navigating the scaling of structured pedagogy programmes

Abstract:
This insight note explores the pathways taken to scale structured pedagogy programmes within government education systems, using the What Works Hub for Global Education’s intellectual framework. It highlights two contrasting case examples — Kenya’s Tusome programme and Liberia’s Teacher Training Programme (LTTP II) — to illustrate different scaling trajectories, the contextual challenges encountered, and strategies that supported progress toward implementation at scale. The note provides practical insights into how governments and education stakeholders navigate scaling processes and what this means for improving foundational learning outcomes.
