Political economy analysis of sub-national health sector planning and budgeting: A case study of three counties in Kenya
- Abstract:
- Resource allocation is a vital role of the project manager from the project’s initiation to its completion. The study investigated the failure by project managers in Kenyan government projects to effectively allocate resources leading to the failure or stalling of those projects. This study was aimed at exploring the processes and actions employed by project managers in allocating resources that result in the success, failure or stalling of Kenyan government projects. The researcher collected data by interviewing 30 project managers from six counties across the country that formed the six cases. The study revealed three major themes, resource availability, resource allocation decision making, and stakeholder influence as the main factors that influence resource allocation in Kenyan government projects. These findings indicate the need for entrenching the project manager in resource allocation in Kenyan government projects
