Documentation:: This data was collected from a survey of 1781 households in the six largest cities of Java and Bali between June & July 2006. The sampling frame and survey protocol was based on that used by Nielsen Indoneisa. The data set includes incidence of pet-keeping and bird species kept, motivations for bird-keeping, and expenditure on the hobby.

Description:: One of the most difficult situations for conservation is where state capacity to regulate is weak, major corporate organizations are absent, and the population does not have a strong culture of wildlife conservation. All these apply to the hugely popular urban Indonesian pastime of keeping wild songbirds, thought to be responsible for rolling local extinctions of several native species. In such situations the introduction of a voluntary, market-based approach could interact with regulation to create new and more effective approaches to reducing the negative conservation impacts of the associated trade. Here we assess the potential of such an approach through an in-depth analysis of the socio-economic and cultural aspects of bird keeping. We project that overall the pastime contributes USD 78.8 million to the economies of the six cities surveyed, supporting a range of associated small-scale rural and urban livelihoods relating to the production of cages and collection of live bird food. Finally, we describe five general birdbreeding models with the capacity to scale up the production of captive-bred birds that may substitute for wild-caught conspecifics. Based on this information we argue that a market-based policy instrument that is capable of shifting bird-keeping trends from wild-caught birds to captive-bred alternatives would align easily with macro-policy agendas in Indonesia relating to pro-poor growth and the creation of more and better jobs. Such a policy instrument could provide exciting opportunities for conservationists to engage the interest and support of non conservation sectors in Indonesia in efforts to conserve diminishing populations of wild birds.

Description:: The Indonesian pastime of keeping wild birds as pets is threatening the long-term survival of many songbird species on the islands of Java and Bali. Here we present the results of a large-scale household survey of bird-keeping in the six largest cites of Java and Bali that investigates: (1) the scale and conservation significance of bird-keeping and (2) the relative merits of regulatory versus market-based approaches as means to reduce the enormous demand for wild caught birds. We found bird-keeping is widespread across social groups, with a rising demand for certain species of conservation importance. Specifically, 35.7% of households surveyed keep a bird and 57.6% of households had kept a bird in the last 10 years. Overall, we project that 584,000 households keep almost 2 million songbirds, the category of most conservation concern. Just over half of songbirds kept are wild-caught. We identified an increase in popularity (since 1999) of three native species (long-tailed shrike Lanius schach, orange-headed thrush Zoothera citrina and whiterumped shama Copsychus malabaricus) attributable to their popularity in bird song contests. In the latter two species this has caused ‘rolling’ local extinctions across West Indonesia. Given the huge popularity and deep cultural significance of bird-keeping we argue that, in this case, lobbying for stricter regulation is undesirable, impractical and may alienate a potential future supporter base for bird conservation inIndonesia. We argue in favour of a portfolio of softer policy instruments that may include market-based and voluntarymechanisms and engage a wider range of people and organizations.

Description:: This chapter explores how the specifics of an Indonesian cultural context might be integrated within the common package of rationales and practices that have come to define international bird conservation, or more specifically the approach of the BirdLife International Partnership. Drawing on the concepts of frame and governmentality, it argues that a distinct Indonesian bird ethos could emerge through creating more spaces for interplay between the international bird conservation logics operating in Indonesia and the ways of knowing and appreciating birds associated with the popular urban pastimes of keeping, competing and breeding songbirds. These latter practices focus on the individual bird and are characterized by a sophisticated knowledge of song, form, posture and husbandry. This knowledge contrasts with international conservation’s focus on species and notions of scarcity, rarity, endemism and diversity. It is suggested that a distinct Indonesian bird conservation approach is beginning to emerge from activities associated with the certification of captive-bred birds and the reintroduction of the Bali Starling (Leucopsar rothschildi). This trend might be amplified through linking bird-keeper interests with the fate of wild bird populations. Demand on the part of bird-keepers forinformation on the diet and breeding habitats of wild birds and interest in song variations. combined with new media technology, might form a basis for such frame ‘bridging’. In short, this chapter explores processes through which the making visible of local bird-related knowledge practices could lead to a common, but differentiated, international bird conservation ethos.
