In terms of outage probability, GSM has been shown to give the best performance in all environments. This was due to a lower minimum required carrier-to-interference ratio. But, in terms of cell capacity, the Japanese PDC offers the largest number of possible users/cell due to larger system capacity (total number of possible users).
