Official secrecy and the criminalisation of unauthorised disclosures

Abstract:
Reviews Law Commission proposals for reforming the Official Secrets Act 1989, argues that continued distinctions between official secrets offences and a range of unauthorised disclosure offences (UDOs) is undesirable, and suggests why lack of public interest defences for UDOs may breach ECHR art.10.
