Does the composition of a peacekeeping operation’s (PKO’s) leadership matter for its effectiveness? Can individuals in crucial positions make a difference? Anecdotally, the answer would seem to be yes; observers frequently cite the leadership’s quality – or lack thereof – as reason for a mission’s success or failure.
