Can energy projects be over evaluated?

Abstract:

The UK government is investing £102.5m into a programme called ‘Prospering from the Energy Revolution’ (PFER). PFER includes four energy ‘demonstrator’ projects, and 10 ‘design’ projects. A consultancy will evaluate the entire PFER programme; a consortium of researchers spanning 22 universities (EnergyRev) and the Energy Revolution Integration Service will evaluate aspects of the projects; which will also be closely monitored by the funder (Innovate UK).
